Department Overview

We are looking for a future manager candidate for the International Tax Section of the Tax Department of Rakuten Group, Inc.

With the globalization of business and operations, tax systems vary from country to country due to national sovereignty. Recently, tax governance on a global level is strongly required, and tax enforcement by tax authorities in each country in the post-corona has become even stricter, making it extremely important to understand, collaborate, and gather information on the situation of overseas subsidiaries. In addition, with the digitalization of business, many countries are shifting from a traditional tax system approach to a new tax system approach that is digitally compatible, and we must also consider how this will affect the entire group and whether we are in compliance.
Since taxes have a significant impact on a company's cash flow, our activities go beyond mere tax reporting and financial reporting to include involvement in business startups and M&A from the planning stage, as well as the planning and execution of international tax strategies, which are also important management team issues. We are not limited to mere tax compliance. In addition, the work is not limited to mere tax compliance, but often requires close collaboration with the business, legal, accounting, and human resources departments, from planning to execution, allowing you to gain corporate knowledge and experience beyond the tax field.

Position Details

The mission of the International Tax Section is to (1) ensure tax compliance, (2) plan and execute tax planning, and (3) strengthen tax governance. In order to execute the mission, close cooperation with overseas subsidiaries is required and the following tasks are performed.

Compliance
- Confirmation of tax provision of each overseas subsidiary in the consolidated financial statements of the head office.
- Compliance with Japan's anti-tax haven taxation system.
- Compliance with Pillar 2.
- Gathering and preparing information for BEPS documentation (local files, master files, CbCR, etc.)
- Compliance with digital services in each country.
- Compliance with the application of tax treaties in various countries.
- Tax audit response and preparation of national tax inquiry documents.

Planning
- Acquisition of overseas companies (review of structure, review of countermeasures against tax DD results) and start-up support.
- Planning and formulation of tax planning from a global perspective and proposal to management.
- Project management for the implementation of the formulated plan.
- Planning and implementation of policies for tax system reform.

Governance
- Collaboration with tax teams of overseas regional headquarters (Singapore, U.S.A., Luxembourg)
- Management of transfer pricing and documentation.
- Assess tax position of each overseas subsidiary and provide support for tax audits.

Future opportunity
- Direct reporting opportunities to management, including the CFO.
- Contribution to and involvement in the Rakuten Group as a whole, including the establishment and improvement of cross-group tax policies.
- Planning and organizing tax training for back offices and business units other than the tax department.
- Opportunities to exchange information and make recommendations on tax policy with various organizations such as the Ministry of Economy, Trade and Industry, Ministry of Finance, New Economy Alliance, etc.
- Opportunities to communicate in English with native English speakers and persons in charge of overseas subsidiaries.
- Consideration of tax structuring for transactions such as M&A, fundraising and intra-group restructuring.

Mandatory Qualifications:

- Business level communication skills in English.
- Approximately five or more years of international tax experience (Japanese tax haven taxation, transfer pricing taxation, overseas tax investigations, etc.)
- Proactive communication with internal and external parties and light on footwork (although some deliberation may be required in the planning stage, it is necessary to work not only from a desk but also to move freely and talk with many people involved in the process).
- Flexible attitude that does not get confused by fast-paced business development.
- A flexible attitude that does not get bogged down by fast-paced business development.
